What the role can do: DEFAULT_ADMIN_ROLE grants and revokes every other role on the contract, including the one that replaces the implementation. It is upgrade authority one step removed, and the step is a single transaction.

What this page is not
Not an accusation. A shared beacon is an ordinary way to run a family of tokens, and being able to upgrade them is how an issuer fixes a defect without asking 195,000 people to migrate.
Not a claim of intent. Nothing here says anybody will do anything. It says what one key is currently able to do, which is a different sentence and the only one the chain supports.
The narrow point is this: an app on this chain can offer you twenty-six tokenised stocks and never mention that arrangement. Not because it is hidden — it is on the chain, in public — but because nobody had read it.
